Create a Random Order "page" (in the "Dynamics" options under Questionnaire Editor)
Create a filter for each block you want to randomize (example : you have two parts, you create two filters) that depends directly of the Random Order page
Make the questions depend on the filters you need
The Random Order behaviour only affects the first child, so both filters will rotate, but every page within the filters will be displayed in the right order.
